Program Description
Specially designed training courses on open data for leaders of digital transformation of central executive authorities, state administrations, and local government authorities.

The OSCE together with the Ministry of Digital Transformation will conduct two two-day training courses for digital transformation leaders of central executive authorities and local government authorities in co-operation with Texty.org.ua independent analytical media and CDTO Campus.

During the training, the participants and speakers will interact in a variety of formats such as lectures and discussions. Expect to learn from CDTOs and heads of digital transformation departments of central and local governments, who are going to share their  practical experience of publishing and using open data for effective decision-making.

Day 1
lecture
What is open data?
Provides basic knowledge about open data: how you can tap into it and what you can use it for
interactive lecture
Regulatory and legal framework of open data
The participants will learn about the peculiarities of the legal framework for the open data policy at the national level and the responsibilities of open data managers specific to publishing open data
presentation
European policy on open data
The presentation will provide an overview of global and European trends in open data and offer an insight into Ukraine’s international partners’ view on the development of open data application in the world
lecture
European examples of open data publication and use
The lecture will provide insights into the publication and use of open data by data managers from various European countries
discussion
The contribution of open data into tackling the challenges of war
Representatives of open data managers will share their experience of publishing data in times of war
presentation
The role of open data in increasing transparency and boosting economic development in wartime and after war
The participants will learn about the benefits of open data for overcoming wartime challenges and monitoring reconstruction

Communication of projects based on open data
The participants will learn how to communicate the publication of open data and how high-quality communication can increase the overall impact of open data projects

Open data infrastructure in Ukraine
The participants will learn about the peculiarities of the Unified State Open Data Web Portal, the system of local government portals, and the plans of the Ministry of Digital Transformation to develop data infrastructure.

The participants will learn about the best practices of using open data by its manager and the basic principles of data-driven decision-making

Data types and structures. The basic concepts of machine readability of data
The participants will learn how to prepare data for automated processing which simplifies its analysis and enables creation of public services.

Conducting information audits and automating open data publication
The participants will learn how to use open data to further increase the capacity of their organizations, conduct information audits, and automate the processes of publishing open data

Best practices of open data disclosure at the national level
The participants will discuss the use of open data within organizations and ways of using it to enhance data interchange between government authorities

Using the three-part test for assessing legitimate interest. Methods for depersonalization of open data
The lecture will introduce the application of the three-part test by information managers and cover ways of protecting sensitive information

Challenges and plans for open data development
The session will enable the participants to express their vision of the future of open data, discuss the current challenges, and work together on solutions to the existing problems

The participants will learn about the best  European examples of effective publication and use of open data by data managers

Conducting information audits and automating open data publication
The participants will learn how to use open data to further increase the capacity of their organizations, conduct information audits, and automate the processes of publishing open data

How to set up an open data portal and upload datasets automatically
The participants will learn how to set up a local open data portal and automatically upload data to it using the harvesting process
